Greetings Curmudgeons -

A proposal on the 'Volunteer' Alternative to the Group Use Permit went out to USDA Undersecretary Mark Rey today, via Fax & Certified Mail... as promised.

The presentation expands on the outlines shared in this forum on 21my04 ("A Proposal_The Volunteer App"), going a bit further in analyzing the legal & procedural workings of this idea, a stronger sell on its workability.

The irony of this moment -- while the Forest Service is considering major rule changes and we grapple with the terms, we face continuing stalemate & conflict under the policies still in effect. As the annual Gathering approaches, I urged Mr. Rey to use this as a device of 'administrative relief', and put out an emergency directive to head off impending harms & hassles.
The concept also anticipates policy fixes for the long-haul, which must provide for a 'Contact' role that individuals can take on personally and voluntarily, and the existing or future application forms that reflect this fact.
